ROCK HILL, S.C. (QUEEN CITY NEWS) — Rock Hill City Council members are set to vote Monday night on a possible future for the site once designated for the Carolina Panthers’ $800 million headquarters and practice facility.
City officials will consider a rezoning proposal for the 245-acre area, now called the Palmetto Research Park.
The land off Mount Gallant Road has sat empty since construction stalled in 2022 after a dispute over funding between Panthers owner David Tepper’s construction company and public entities.
The city’s Planning Commission unanimously voted in early April to approve a rezoning proposal to make the property more attractive to potential buyers. City officials said they have several industrial and commercial companies interested in the site.
Rock Hill has retained ownership of the property through years of negotiations and lawsuits of the facility site.
Included in Monday night’s vote is a measure to remove the associated Design Overlay District, a set of design standards applicable to homes and businesses near the facility. City officials said doing so would give them flexibility to re-subdivide the land in the future if necessary.
City council will meet on Monday at 6 p.m.
